Overview

We are seeking a Chief Program Engineer to join our growing team at the Coleman Aerospace division in Orlando, FL. Coleman Aerospace is a leading target system prime integration contractor of complex, high-fidelity missile, and propulsion systems.

The Chief Program Engineer (CPE) provides technical leadership for all aspects of Ballistic Missile development programs. The program CPE plays a key role in ensuring 100% Mission Success through ensuring rigorous application of technical decision making and leveraging engineering discipline capability. The CPE must have excellent interpersonal, oral and written communication skills. The CPE, as the lead engineer on a program, is expected to have the broadest system-level appreciation for the technical tasks that go into a specific program.

Responsibilities include coordination of engineering organization resource deployment, working with the program office to ensure accurate resource demands, integration of resources into the program, monitoring status of Technical Performance Measures, creation and execution of a Design and Development Plan, and execution of the Engineering Review Board processes.

The Chief Engineer represents Engineering within the program management team, leads the Systems Engineering Integration Team, chairs System Requirement Reviews (SRRs), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR) and Material / Failure Review Boards (MRBs/FRBs), Test Readiness Reviews (TRR), Mission Design Reviews, and serves as the technical interface with external customers. This position ensures appropriate application of Engineering standard work and performance and quality of product requirements for all phases of the program from design analysis & definition, verification & validation, to post-delivery product support efforts.

AR Coleman Aerospace produces complex single, two, and three stage launch vehicles used to support ballistic missile defense testing.

Essential Job Functions (Including % of Time for Each)

60% - Perform as the primary technical interface to customer and executive management. Serve as a member of the Program Management Office providing strategic leadership on technical aspects of a program, including developing detailed technical logic plans, developing and chairing technical risk management process, and chairing various review boards. Perform as the engineering integrator across all disciplines supporting the program including design specialists, system engineers, subcontract specialists and quality engineers to develop requirements, specifications, statements of work, risk management plans, and manages the overall coordination of product development and support. Assures technical performance objectives on all projects within the program area are met while complying with company policy and procedures within all program technical support activities. Integrates program technical activities and is knowledgeable of all key program technical requirements and is cognizant of how each project is performing relative to those requirements. Responsible for oversight and approval of all failure investigations as it relates to the hardware deliverables on the contract and primary Program technical lead for all Material and Failure Review Boards. The Chief Engineer assists in determination, monitoring, and reviewing operational budgets, schedules, manpower requirements, and mission execution.

20% - Provide communication of program status to the Engineering Director, Program Manager, and Senior Staff. Program status includes overall program health, technical design and development results, risk management status, schedule and cost reporting. Responsible for overseeing/directing preparation of technical reports, presentations, and customer design reviews.

20% – Ensures execution, resolution and close-out of all action plans.

Requirements

Required

Bachelor's Degree in Engineering, or a related field, plus seven (7) years of experience in design and project management of mechanical and electrical systems and components or aerospace hardware, or an equivalent combination of education and experience required. This position requires demonstrated project engineering management skills, including program logic development, planning, risk management, systems engineering processes, schedule development and maintenance and budget development and management. Must be familiar with risk assessment and risk management techniques and have demonstrated ability to apply these skills to aerospace products in the interest of meeting mission assurance objectives. Must understand design life cycle for design, manufacture, assembly, and test principles. Mission execution experience desired. Travel for approximately 30 days at a time may be required.

Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (requires U.S. Citizenship).

Work Environment and Physical Requirements:

Employees in these positions must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to sit and to maintain attention to detail despite interruptions; may occasionally lift/carry/push/pull up to 15 pounds; may require minimal walking, climbing, stooping, crouching, and/or bending; and vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone. May require the ability to travel by air or auto. May require the use of personal protective equipment such as safety glasses, safety shoes, and shop coat. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
